Finn was convinced the entire time he knew Himawari- which was only on the island- that she hated him. 

She really is just a shy girl. And didn't know how to show it. So instead, she guarded it like a secret from a best friend. She didn't know Finn very well, either, so she didn't know how he felt- probably exactly like he acted. She was a total stranger and that was that. No point mentioning it, right?

In the end, it was the very same Finn that ends up targeting her first to kill. Well, perhaps not even to kill. She doesn't know. He chases her down for her axe. Probably to kill  her too, once he gets it from her. 

I imagine when he finally catches her, she just blurts out her feelings. She knows he's not in there, that she's just talking to his face and that's really it. Regardless, I think she couldn't leave this earth without at least reassuring his being out loud that she never hated him, and she's sorry things ended up like this, despite the fact she had no control over it.

She knows it's just a silly crush, but it's the closest she's ever felt to treasuring somebody that wasn't family. She truly is sorry for adoring him, for being useless to him, and for this entire situation.
